In terms of actual content, some of the early episodes have a rather modern feel to them, like they're a blend of 2010s SFM animation and stereotypical music-oriented Tiktoks. Most of this is because of the song used for the toilets, which is apparently a mashup involving at least one song that is indeed very recent and allegedly a part of Tiktok culture. I could possibly be convinced that the part with the war is like something from the early or mid-2010s, though, but the toilet song wouldn't help.
From a technical perspective, SFM videos weren't really widespread before its official release in 2012, which means that it can be determined to be at least that young. There were SFM videos that were released well before this, but if Jimbomcb's videos are any indication, they seem to have been animated more simply than the Skibidi Toilet episodes.
By the way, I forgot to mention that all of the videos are dimensioned so that they'll make optimal use of an upright phone's screen area.
This is also a very recent development. I don't know if the videos were intended to look this way as early as the conceptual stage or if it's entirely a consequence of Youtube seemingly only accepting Shorts that are dimensioned this way, but it is nevertheless a very clear sign that this series isn't from the 2000s.
